The roots of this project can be traced to the work undertaken by the Minister for Health and Social Services’ Task and Finish Group on social care workforce issues which reported in 2001. One outcome of this was a series of meetings which took place between Directors of Social Services in Wales and heads of local authorities’ corporate human resources function about workforce issues. Amongst a number of action points arising from one of those meetings in 2003 was agreement that ADSS (Cymru) would consider examining the impact of pay on the recruitment and retention of social workers.
