On April 24, 2009 the Prime Minister announced the ambition that, in time, all young people should commit at least 50 hours of their time between the ages of 14-19 to serve their communities. One of the key elements of the programme is a set of intensive pilots to test ways of significantly increasing the proportion of young people participating in community service, involving over 14,000 14-16 year olds in the next 2 years. The Community Service Programme makes available up to £7m pilot funding from January 2010 to March 2011 for 5 local authority areas to develop and expand their Community Service activity. These local authorities are: Brighton & Hove City Council; Kent County Council; Lincolnshire County Council; Salford City Council; and City of York Council. This circular sets out the requirements for the Community Service Pilots funding for 2009-10 and 2010-11. In particular it covers: the specific conditions of grant and general guidance; grant allocations and payment arrangements; and reporting arrangements.
