Desktop research conducted as part of a wider project into the new, emerging and changing existing job roles within the extra care housing sector that have a housing and social care overlap. The report provides the initial understanding of the job roles within housing that cross over into social care, begins to explore how roles are changing, and identify where new roles are emerging. It provides a definition of the extra care and supported housing as understood by the sector; maps the size and structure of the workforce; examines policy and other factors influencing changes within the sector; and looks at whether existing apprenticeships in place across adult social care services and housing that might be applicable to the extra care housing model. Drawing on an evidence review and survey of over 100 organisations within the extra care housing sector, this research examines workforce needs for the new and changing job roles that have a housing and social care overlap. The research also carried out a review of 50 job descriptions and job role and interviewed 24 managers in learning and development and 13 ‘strategic thinkers’ across the housing sector. The report discusses the existing landscape within extra care and supported housing; external factors influencing the sector; an examination of the new job roles emerging, workforce development approaches and the use of apprenticeships. The skills and knowledge needed for ‘cross over’ roles were found to be wide and diverse. New roles emerging focus on care navigator roles; welfare and benefits advice; and health and wellbeing. Providers acknowledged a need for guided support to identify the appropriate skills and knowledge to match these roles and also guidance on available training. Factors that also need to be considered are the need to promote careers in these new roles as part of the wider recruitment ‘challenge’ that social care experiences; information for the extra care housing sector on the potential impact of The Care Act 2014; and better utilisation of health and social care apprenticeships. Briefing paper summarising the findings of research into the workforce needs of new and changing job roles that sit between housing and social care. The research surveyed over 100 organisations within extra care housing sector and interviewed 13 ‘strategic thinkers’ across the housing sector. New roles identified in the research included those focusing on: health and wellbeing; welfare and benefits advice; independent living; activity coordination and reablement and rehabilitation.
