James Williams is an SP or special person - he was diagnosed with autism during early childhood. His mother, Joan Matthews, is an NP or normal person. As James grew up, his different perception of the world and the lack of understanding from NPs created problems. Together, he and his mother met the challenges with ingenuity and humour. One day, while taking a walk, James and Joan decided to write a book of their practical solutions. Covering everything from eye sensitivity, to knowing how far away to stand from other people, to being polite when someone is crying, James and Joan's book describes the problems that an SP may face, and the solutions which they have found to work successfully.

In 1997 the then new Labour Government published a Green Paper 'Excellence for All Children: Meeting Special Educational Needs'. The author considers the historical background to the Green Paper, summarised its proposals and discussed the changes it was likely to bring about in the education of children with a visual impairment. In this article the author considers to what extent its aspirations have been achieved so far.

This book includes discussions from a wide range of countries, with some emphasis on cases from Europe and North America whence the main trends towards provision for learners with special educational needs have emerged. In general, the authors are concerned with policies and patterns rather than the technical discussion of particular forms of disadvantage and detailed pedagogical responses to the challenges they present. The future provision of education for pupils with special educational needs is at the heart of an international debate, and the inclusion of all pupils in mainstream schools has been the subject of many papers and discussions. In this paper, the authors observe that, despite general acceptance of humanistic arguments, there remains a dearth of research into the efficacy of inclusive practices. In calling for more evaluation, they suggest that the role of special schools for pupils with the most complex learning needs has been overlooked, and that their potential expertise should be harnessed in the move towards inclusion.

Most disabled children who live away from home, go to residential school. The Children Act 1989 and the Code of Practice on the Identification Assessment of Special Educational Needs set out the duties and regulations that local authorities should follow in making decisions about residential school placements for disabled children. Outlines the findings of research into how education and social services departments in 21 local authorities carried out these duties.

A new special educational needs (SEN) code of practice is due to be introduced in September 2001. A draft form has been published for consultation. This article examines the new form of the SEN code and looks at the main changes. The principles of 'working in partnership with parents' and 'pupil participation' are at the forefront of the new code. Further changes include the descriptions of categories of SEN, alteration to the school based stages of provision and more detail on the role of the SENCO.

Although it is a legal requirement that all young people over the age of fourteen with a statement of special educational needs have a transition plan, a third of young people surveyed in one study did not have a plan. Education and social services are often not working well together in transition planing. There is also poor coordination between children and adult social services. Young people who are disabled and in placements out of their local area are particularly likely to experience inadequate transition planning.
