Polity, politics and policy evaluation in Belgium

This article examines the institutionalization of policy evaluation in Belgium. In comparison to other western democracies, policy evaluation is an underdeveloped tool of Belgian public governance. Among the explanatory factors of the laggard situation of Belgium, the authors focus on the all-pervasive phenomenon of partitocracy, on the relative weakness of Parliament vis-à-vis the government, and on the federalization process that is characteristic of the recent institutional evolution of the country. These three peculiarities of the Belgian polity and politics jeopardize the development of a mature evaluation culture. Finally, the empirical evidence for the Belgian case also calls into question several of the theoretical hypotheses that have been formulated to explain the diffusion of policy evaluation in various democracies.

The re-emergence of the public health agenda and the continued high level of scrutiny of the outcomes of activities in the public sector have created the need to try and work towards agreement on what a 'healthy housing policy' might look like. This in turn leads to a requirement for broad agreement on the mechanisms to be used to measure the impact of operational policies in this area. The article explores the background to these shifts in social policy and offers some thoughts of healthy housing policies for practitioners to consider.

Evaluation is currently regarded as a central tool for learning and improving accountability in relation to public policies and social programmes. It is also understood as a process for boosting human development and social justice. Capability and feminist approaches have both been explored, separately, in evaluation theory, methodology and practice. This article explores the potentials, complementarities and limitations of mixing the two approaches. To this end, this paper presents an evaluation design for the ‘Programme Against Child Poverty’ of Save the Children Andalucia (Spain). Outlines the state of dementia care in the North East, as of May 2011. The report provides an overview of the work that is being undertaken to support people with dementia and their carers by statutory, voluntary and education sectors. It highlights progress made and gaps in service development and provision; setting this work against the English policy context and the views and experiences of people with dementia and their carers. In particular, the report provides: context through demographic information, dementia types and economic challenges; details of policies that are relevant to dementia, in particular, the national dementia strategy, and any related activity that has been undertaken within the North East to deliver or comply with the policies; details of North East structures, research and regional wide dementia specific information that supports the implementation of the national dementia strategy; the North East key dementia priorities and details of progress against them including the views of North East stakeholders; and details of the remaining national dementia strategy objectives and progress against them including the view of North East stakeholders. Methodological challenges in the implementation and evaluation of social welfare policies

As social reality is quite elusive, even regarding seemingly well-recognised everyday concepts and objects, assessments and evaluations of implementation policies will always present methodological challenges. There is a need to consider such assessments and evaluations in a critical perspective to investigate whether the desired knowledge is really being acquired. The purpose of this article is to address some of the challenges that underlie assessments and evaluations of the implementation of social welfare policies by presenting a rereading and analysis of an empirical study of elderly home care services. The rereading and analysis is described in terms of 4 stages: ecological analysis of institutions; shadowing; focus on common concepts and objects; and applying the analytical concept of boundary objects. The results reveal the emergence of a dissolution of common and professional key concepts and objects in these welfare services to a degree that challenges both the implementation policy and the evaluation of policy. The article concludes that this has methodological implications for the evaluation of implementation policies in general.
