As people are living longer, older people are making up an increasing proportion of England’s population. Housing organisations need to adapt to this, regardless of whether they provide special housing and services for older people. Many older people live in the same kind of homes as younger people. Some older people want or need specialised housing but wish to remain living as part of a community. This strategy for housing older people recognises older people’s needs for housing and other services, and the need for our capital spending on such housing.

The main aims of this research were to identify the extent to which sheltered accommodation is already providing support and accommodation to older people with histories of homelessness and needs that are not traditionally associated with older people. It considered with sheltered scheme managers and their managers some of the issues raised by integrating these groups into mainstream provision and explored workers’ perceptions of the factors that seem to influence the success of these tenancies so that recommendations for future service development can be made.

Tomlinson Court, in Derby, is one of the first schemes to have been set up in response to the government's drive to expand "intermediate care" provision. This report evaluates some of the early work at Tomlinson Court and gives it a broadly positive verdict. Although the scheme is said to have got off to a slow start, and to have room for improvement, it "seems to be going from strength to strength in providing a positive alternative to assist older people to return to optimum independence".
