Findings from a sample of 340 homeless families in the USA, that services designed to aid them emerged from two, often conflicting, scrambles for resources. Social service providers parlayed public sentiment toward homelessness into service-intensive programmes. The homeless took advantage of such programmes, not necessarily for the services, but as a way to more quickly get subsidized housing. The result was an unintentional conflict of interest and failed policy. The homeless remained in the programme longer than assumed because of a shortage of subsidised housing and because the regimented services ultimately undermined what fragile social networks they had previously devised to survive.

Reports on a pilot study of life in sheltered housing which is being undertaken by the Open University and Anchor Housing Trust. In contrast with residential care homes, where residents are often accessible because of their regular occupancy of public spaces, sheltered accommodation is defined by fewer communal areas, and a tenant's front door is very much a private threshold. The nature of this environment therefore demanded a range of research approaches for a picture of everyday life to be developed. Presents the results of the study which looks at themes relating to the social interaction of residents.

Describes the services provided for elder abuse victims in a Finnish nursing home. These services included shelter at the nursing home, a telephone service, and a support group. Results of the study showed the majority of callers and victims were women and the barriers for seeking help in an abuse case were high among the elderly. Recommendations are made for developing the functions of the nursing home and to create services which would prevent domestic violence and help the abused persons free themselves from the abuse and the abusers.
