A shared life is a healthy life: how the Shared Lives model of care can improve health outcomes and support the NHS

Explains how Shared Lives schemes support people with health needs, making use of community based solutions which can be more cost effective than traditional institutional care. In Shared Lives, an adult (and sometimes a 16/17 year old) who needs support and/or accommodation moves in with or regularly visits an approved Shared Lives carer, after they have been matched for compatibility. Together they share family and community life. Half of the 12,000 UK citizens using Shared Lives are living with their carer as part of a supportive household; half visit their carer for day support or overnight breaks. Shared Lives is also used as a stepping stone for an individual to possibly become fully independent. The report demonstrates that this approach can provide care at lower cost; improves people’s health; reduces pressure on health services; and reduces inequalities in health service provision. This guide provides advice for Shared Lives carers, and Shared Lives scheme workers and provider organisations to support planning and preparation in the event of an outbreak or widespread transmission of COVID-19. The advice will also help their partner agencies and commissioners. It draws on government advice and includes information on the actions provider organisations can take to maintain service delivery; provision of personal protective equipment (PPE); cleaning and laundry.

This statutory guidance relates to Parts 2 to 16 of The Adult Placement Services (Service Providers and Responsible Individuals) (Wales) Regulations 2019. It replaces requirements previously put in place for Adult Placement Schemes under the Care Standards Act 2000 and the associated National Minimum Standards. The guidance sets out how service providers and persons designated as a responsible individual for an adult placement service can comply with the regulations. The guidance is also relevant to providers making an application for registration as a service provider under section 6 of The Adult Placement Services (Service Providers and Responsible Individuals) (Wales) Regulations 2019. Under the Health and Social Care Act 2008, providers of health and adult social care services must register with Care Quality Commission (CQC) if they carry on a regulated activity. This supplementary guidance clarifies the main differences between the regulated activities ‘Accommodation for persons who require nursing or personal care’ and ‘Personal care’, how they apply to supported living and extra care housing. The guidance also sets out indicators to help providers to decide whether ‘personal care’ or ‘Accommodation for persons who require nursing or personal care’ is being provided, and how they should register.
