In the light of the Vale of Glamorgan (adult placement) abuse case, the Adult Placement Task and Finish Group (APTFG) was established by the Welsh Assembly Government to provide advice on whether there is a need to amend the Care Standards Act 2000 Adult Placement regulatory and National Minimum Standards regime to provide improved protection for its service users and the adult placement carers and their families. This report sets out the APTFG conclusions and recommendations to the Deputy Minister for Social Services. The APTFG does not make any recommendations for changes to the existing adult placement regulatory and national minimum standards regime as a direct consequence of the Vale of Glamorgan incident. It suggests that if existing safeguards are followed both for emergency and regular placements by all those directly involved with the management and operation of adult placement schemes; those involved with care management seeking to make an adult placement and the adult placement carers, then the existing requirements provide an adequate framework of safeguards. The group recommends several changes within a broader adult placement schemes context.
