Explores how older people can be given more control over the management and delivery of services and access to a wider range of housing choices. In particular, to ensure that they can: be as independent as they want to be; feel part of a community and choose how and when to they want to engage; stay connected with their social or other support networks, including through the use of technology, preventing isolation and loneliness; have a clear understanding of purchase, shared ownership or rental prices so that they can make informed decisions about what they can afford to buy and/or rent; and have greater clarity and certainty over service charges and associated property costs/management fees so that they retain more control and can plan their finances effectively. The report recognises that some of the factors that can impede older people 'rightsizing' - such as emotional ties to a home or community - are difficult to overcome. However, it says that measures to make moving easier, to build specialist 'care ready' housing where people want it and to address the sector's lingering negative image will encourage more people to move while still fit and healthy. Having taken evidence from a range of experts and stakeholders, the report also calls on local authorities to recognise the social and economic benefits of right-sizing in their local plans and planning policies. House builders and lenders, the report says, should do more to support people looking to move to more appropriate housing by developing clear and transparent information around fees and other costs that offer greater choice and control. Retirement income and assets: do pensioners have sufficient income to meet their needs?

This discussion paper is the first in a series looking at the evolution of income needs during the course of retirement and the roles that different income and assets play in helping pensioners in the UK meet their needs. This report examines how the income of pensioners could be measured and explores how pensioners’ needs for retirement income vary. It looks at the sources of income pensioners use in retirement and how the levels of income change. Many measurements of the income needs of pensioners are focussed on minimum needs whereas many people feel they would like their standard of living to continue to be similar to that experienced during their working life. This increases the basic needs minimum from £120 per week (after housing costs) to £250 (before housing costs) at 2008 prices. The authors conclude that it is not possible to calculate one figure as needs and expectations vary. Among these variations are the structure of the household, gender, care needs, age and stage of retirement. Findings from the modelling undertaken for the report suggest that none of the individuals modelled, even those on high earnings, are able to meet a replacement rate calculated to replicate working-life living standards solely from pension income. However they may able to achieve this for some or all of their retirement by using savings or releasing equity from their homes.

The campaign was part of the 2004 Budget announcement, which awarded £4.2m for a high profile national guidance campaign to raise employers' awareness of, and ability to adopt age good practice and flexible approaches to work and retirement in the run up to Age Discrimination Regulations, implemented 1 found that of the employers surveyed: 95% rated the guidance materials as good to excellent; 29% had made changes to their recruitment practices; 22% to their selection and retirement practices and only 18% still operated a fixed retirement age, with a quarter planning to remove it.
