Left behind: reflections of residential care home managers when children leave

A case study of a children’s therapeutic residential care provider consisting of five homes in England was carried out to consider the feelings and reflections of the managers on children leaving the home. This is an unexplored perspective/ subject which considers the significant and emotional transition of leaving care. The reflections in this case study can be used to improve practice for social care providers and give insights into a niche area of work. To explore this topic, a focus group was carried out with four residential home managers and two psychotherapists who work at the same care provider. It was found that the subject of leavers was not much reflected on and it was agreed that it needed to be to improve practice, as well as processing certain unconscious feelings around the child. Failure was a prominent feeling potentially derived from the pressure of ending cycles of failure for the children as well as unconscious projections held by the managers. There were also found to be certain issues around terminology, such as 'planned' and 'unplanned', used in this area of work which holds particular connotations. A collection of poems produced as part of the research study ‘Negotiating the care maze’, which aimed to explore the experience of people arranging full-time, residential care for a friend or family member who can no longer be cared for in their own or another’s home. The study looked at how people navigate this journey from when they first began to realise that their relative may need residential care, to when a care place was secured, as well as subsequent events. This collection of poems were developed by the research team using the words of the six participants who were interviewed for the study. The poems incorporate the “I/she/he/we” statements made in interviews to capture some of the intensity of the experience. (Edited publisher abstract)

Revised report providing key statistical data on missing people reported to Great Britain police in 2015/16, based on information supplied to the UK Missing Persons Bureau (UKMPB). The data includes information on the numbers of people reported missing, demographics, incidents of harm whilst missing, the reasons for people going missing, and an analysis of children and adults missing from care. Figures indicate that in 2015/16 year, across the 42 English and Welsh police forces that provided data there were 242,190 missing incidents related to 135,382 missing individuals. The report shows a greater number of police forces have been able to indicate how many incidents relate to those missing from care than in previous years, with only 23 police forces able to show data for both adult and child incident and individuals in 2014/15 in comparison to 29 police forces in 2015/16. These 29 police forces recorded 43,270 incidents, the majority of which relate to children as was the case in 2014/15 (89 per cent compared with 87 per cent respectively). (Edited publisher abstract)

This guide explains in detail what the law says anyone intending to open a residential family centre must do to in order to apply for Ofsted registration. A residential family centre is any establishment that provides residential services for parents and their children in order to monitor and assess the parents’ ability to respond to their children’s needs and to safeguard and promote their children’s welfare. The Department of Health invited representatives of the financial services industry to conduct a review of the market of products to fund care. These reports have identified opportunities for development of financial care products and the problems they might face. This short report presents key messages from the financial services industry, which briefly outlines the types of plans those entering care (mainly aged 75+), the ‘semi-retired’, and those of working age should make. It suggests the sorts of “products” that could help with care costs, e.g. Equity Release; and that certain conditions are also needed to create consumer demand for such products to make provision for care, for example helping people to access good financial advice. The review was supported by 3 industry-led working groups that looked a: consumers and the marketplace, housing and equity, and pensions and insurance. (Edited publisher abstract)

These Standards contain arrangements to safeguard and promote the welfare of children who are accommodated in residential special schools. The Sandards provide the minimum standards below which no school is expected to fall in securing outcomes for boarders. A total of 22 standards are listed. Winterbourne View is a 24-bed purpose designed Assessment and Treatment Unit providing healthcare and support for adults with learning disabilities, complex needs and challenging behaviour. It is operated by Castlebeck Care (Teesdale) Ltd. This review was carried out following the BBC television programme Panorama which showed the serious abuse of patients at Winterbourne View over several months. The review found that Winterbourne View was not meeting 10 essential standards. Concerns resulted in the Care Quality Commission taking enforcement action to remove Winterbourne View from the registration of Castlebeck Care (Teesdale) Ltd.
