This review was commissioned by the Department for Work and Pensions to explore the challenges faced by individuals who are addicted to alcohol or drugs, or are obese, when they seek to enter, return to and/or remain in work. It provides an evidence-based analysis of the barriers that stand in the way of employment and recommends practical interventions to help overcome them. The review covers the role of substance misuse treatment services, the benefits system and employers in improving employment outcomes for people with drug and alcohol dependency. It also looks at the impact of the benefits system on employment outcomes for people with obesity. It draws on evidence from health and local authority service providers, academic bodies, benefits agencies, voluntary and charitable bodies, and employers. The review found little specific evidence on the impact of obesity on employment outcomes, and the review calls for further research. In relation to drugs and alcohol, the review highlighted three main areas where action is needed: employment to become an integral part of addiction treatment, for changes in the benefits system to give people more support and staff greater incentives for tackling long term case; and for employers to face less risk when recruiting people with addiction or criminal records. The analysis of the findings suggest that Government should promote more integrated collaboration across the benefits and health systems, to improve employment outcomes for this group and for others with long-term health conditions.
