Disabled young people and their families have long criticised services that are intended to ease their transition to adult care. However, there are signs that the issue is at last gaining political currency. There are 770,000 disabled children in the UK. More than 90 per cent of disabled children live at home and are supported by their families. One in 13 families get services from their local social services. 25 per cent of families with disabled children say services are poor or lack co-ordination.

The author looks at the situation of under-aged children of disabled family members who, due to insufficient social support and care, have been made the main and sometimes only source of assistance to their parents or family members. Although results of systematic research about the kind of influence such demands and family obligations have had on the quality of life and experience of these children do not exist, practice has confirmed that the community’s deficiencies in caring for its disabled members often bring about the cummulation of various risk and stress factors in the growing and maturing process of disabled persons’ children. Many families experience serious problems finding suitable services which can cater for both their child's complex health needs and their own need for significant levels of support. This paper highlights which services families were using and the difficulties of obtaining a coherent and consistent package of support. Regulatory concerns relating to the piece-meal provision of services and use of children's hospices are raised along with recommendations for improving policy and practice.

In November 2004 Contact a Family and the Family Fund published a report entitled 'Debt and disability: the impact of debt on families with disabled children'. There are 70,000 disabled children in the UK today and the report identifies that on all indicators of debt families with children suffering from disabilities have higher debts than the general population. It also highlights that for families from black and ethnic minority backgrounds the problem is more severe. The study found that these families have more serious financial difficulties, at a lower level of debt, than their counterparts. This is possibly due to a less accepting attitude towards debt and also differences in pay.

Discusses a pilot study of the roles that social workers in Poland perform as they attempt to assist families whose children have disabilities. Barriers to service provision were examined, as were the cultural, economic and political frameworks in which those services are provided. Results demonstrate the emergence of a dynamic group of workers interested in clarifying the mission of their profession and in educating the public about the services in can provide to families.
