The status of disabled persons in the city of Zagreb

The paper analyses the need for measures of the Zagreb strategy of uniform policy for disabled persons. The manner of introducing these measures and their realisation in the period from 2003 to 2006. The paper briefly provides basic definitions, a historical review of the attitude of society towards disabled persons, a survey of contemporary concepts, approaches and models of protection of this part of the population, as well as the basic characteristics of the disabled persons in the area of the city of Zagreb. The implementation of the Zagreb strategy measures is considered through the results of the rights of the disabled persons according to the international organisations' methodology, i.e. based on the standardised survey for the analysis of the index of respecting rights of the disabled person. The author looks at the situation of under-aged children of disabled family members who, due to insufficient social support and care, have been made the main and sometimes only source of assistance to their parents or family members. Although results of systematic research about the kind of influence such demands and family obligations have had on the quality of life and experience of these children do not exist, practice has confirmed that the community’s deficiencies in caring for its disabled members often bring about the cummulation of various risk and stress factors in the growing and maturing process of disabled persons’ children. The author also highlights the importance of conducting research of this group in order to organise more effective and better established support. [Article in Croatian].

The recent child centred perspective in social work theory and practice is driven by the “modernisation of childhood” which stresses the importance of a child as a subject and a citizen with his or her own group rights. At the same time children living in public institutions experience a lack of child’s centred caregiving and a lack of personal visibility. This is especially true for the disabled and ethnic minority children who are most often recipients of public care where a traditional pattern of caregiving is maintained. The author demonstrates that both groups of children experience civic disability while experiencing institutionalisation in residential care. [Article in Croatian].
