This report looks at the state of wheelchair provision to young people. The report finds that a lack of money and a postcode lottery of provision are having a disastrous impact on the lives of many disabled children across the UK. The underfunding means that young people who need wheelchairs are generally only given the most basic of equipment, despite the fact this regularly fails to meet their needs. At the same time, lengthy waiting times for assessments and provision mean that disabled children's life chances and childhoods are even further diminished.

The quality of life of disabled people depends partly on resources accessible to them. In this study, the capital costs of disability are defined and quantified for disabled people aged 16-64 years, in relation to: their families, the estate, the level of disability, medical diagnosis, and income, for 173 people in the Harrow area on Social Services registers of very severe and appreciable handicap. Indicates the need for financial support, and the need to increase suitable available accommodation for disabled people; regular review may help to identify individual requirements and changing needs.

The Carers and Disabled Children Act (200) has potential to fundamentally change carers services and the way they are delivered. This article examines the practical issues involved in the implementation of the Act, in terms of providing equitable services, defining terms, young carers and care package limits, local authority eligibility criteria and whether funding is adequate.

A diabetes clinic at a hospital for children in Australia has been concerned at the impact of changes made in 1998 to eligibility for the Child Disability Allowance on families caring for a child with diabetes. A survey of those families was conducted to obtain their views on the changes. Results showed the number of families receiving Child Disability Allowance since the changes was significantly declined. The results formed part of a submission to the Department of Family and Community Services evaluation, giving parents a voice in this process. This project illustrates the capacity of social workers to attempt to impact on social policy within the context of their clinical practice.
