Working with disabled people in consultation and research

When a consultation exercise is designed with disabled people, the result will be influenced by all the participants' experience of consultation and their knowledge and understanding of research. The exercise will also be a product of particular place and time. These influences are explored in a case study carried out by the authors in partnerships with disabled people; they adopted a pluralistic and flexible approach to consultation, which gave information as well as sought it, and included a commitment to developing community skills with an eye on succession.

This consultation was commissioned by the Welsh Assembly Government. It elicited the views of disabled children and young people across Wales about the services they use and their recommendations for change. The findings will be used to inform the Children’s First bjectives, the National Service Framework for Children and wider policy developments. Disabled children and young people’s involvement in making decisions about their own care and treatment is not consistent across services. Whilst disabled children and young people may make small day to day decisions, adults still appear to make the more important decisions on their behalf. There are few examples of disabled children and young people’s involvement in shaping services.

This article considers the contributions of people with learning difficulties to an undergraduate degree programme in Learning Disability Studies at the University of Manchester. It begins with an evaluation of models of disability and their implications for the study and production of knowledge about learning disability. It then goes on to explore the role of people with learning difficulties--and the place of their experiences and knowledges--both on the Learning Disability Studies programme and within the academy. Drawing on the experience of the Learning Disability Studies programme, it argues for the inclusion of people with learning difficulties in learning, teaching and research.

Based on their shared experiences of engagement in research, from the perspective of a disabled person as a commissioner of research and as a researcher, and a non-disabled person as a researcher and service manager, issues of service user engagement and empowerment in and through research, and how this enriches and makes research more relevant, are explored. Examples are given of how user-led research has had an impact on national local policy and practice.
