Disabled people: active or passive citizens - reflections from the Malaysian experience

The concept of citizenship has once again entered centre-stage in the debate among political philosophers, welfare theorists and activists. Looks at the Malaysian experience of disabled people within a newly-industrialising country and how this draws a lesson on how a disadvantaged section of Malaysian society struggle to enhance their rights as citizens of the nation and a share of the nations wealth. While there are difficult challenges, there are also positive indicators for the active citizenship participation of disabled people among fellow Malaysians.

Although researchers have studied families of children with disabilities for many decades, most of this work has been focused on the mothers. Very little information is available to help social workers and other family professionals understand the importance and benefits of father involvement. This article reviews some of the research on father involvement; identify the barriers and supports; and make recommendations based on the literature and on reports of successful programmes.

This article considers the contrasting ways in which disabled people seek to overturn socio-attitudinal, political and physical barriers to their mobility and access requirements in the built environment. It documents how disabled people are attempting to influence the form and content of local authority access practices and policies, through the context and contours of access groups. Concludes by discussing how some of the wider structural and agency-level constraints on disabled people's political and policy interventions in access issues might be removed.

This article presents the findings of a study of carers' perspectives on discharge procedures and continuing care arrangements for adults aged 18-65 with physical and complex disabilities. Interviews were conducted with carers of people discharged from younger disabled units (YDUs) and hospital settings. The emphasis carers place on the need to be informed and involved in the discharge planning process is described, and the adequacy of continuing care arrangements from carers' perspectives is examined. The findings of the study raise issues for policy and practice about carers' needs, vis-a-vis patients, to be included as active participants in the discharge planning process.
