Announces the revised Personal Expenses Allowance (PEA) of £19.10 that comes into force on 11 April 2005. North and East Deveon Health Authority ex parte Coughlan given on 16 July 1999. This judgement confirms tht the NHS has important responsibilities for continuing in-patient care and community health services for people whose primary need is for health care. It also confirms that, in appropriate cases, local authorities may purchase the nursing care element of nursing home care and indicates that the guidance on this aspect issued to authorities in 1992 and 1995 was lawful.
