Disability as a phenomenon: a discourse of social and biological understanding

This Swedish article addresses conceptualisations of disability and what it constitutes as a category in a social security system. It argues that the conceptualisation of disability involves a discourse about definitions, and discusses which domains of interest are produced by each of these understandings. The article argues that, rather than approaching the biological understanding as representing an antiquated concept to disability and the social model as a modern conceptualisation, these understandings are competitive. This makes disability into a flexible and heterogeneous concept, a term difficult to give a specified and limited meaning.

The article describes the policies, legislation, institutional structures and programmes of the developmental welfare system for physically disabled people in South Africa that have developed since 1994. In so doing, it examines resources and constraints and suggests ways in which improvements might be made following the experiences in the first 12 years of social development in South Africa. The author believes that it is timely to pursue this topic given the barriers experienced on the ground where social developers are attempting to empower and improve the circumstances of physically disabled people. Thus, this article should be of interest to policy makers, social planners, practitioners, human rights activists and disabled people alike.

The Shaping Our Lives project, working in partnership with the Shropshire Disability Consortium and with a coalition of user organisations in Sheffield, looked at the issues that had emerged from discussions with users about the future of rights and welfare, and the ways that users were being involved in shaping the support they received. The project worked at a national and a local level, with Shaping Our Lives carrying out country-wide work through booklets and a questionnaire on key issues, which produced a qualitative sample of 26.

Argues that what disabled people mean when they speak of 'rights' is relatively under-developed with regard to health and social services. Furthermore, while a claim, of 'rights' is typically presented as a fairer alternative to the needs-based character of welfare policies, how such an approach would change the delivery of health and social care is unclear. The article draws on a landmark test case involving community care provision in Gloucestershire to explore the problems of a rights-based approach to social justice for disabled people.
