Looks at the work of the Fear of Crime team at the Home Office. Their work includes the development of a Fear of Crime Vulnerability Strategy to tackle issues that create fear in vulnerable communities, and the development of a toolkit providing information, contact points and basic advice to help people tackle their fear of crime. The article also includes figures from the British Crime survey on peoples fears and the actual risks of being a victim of crime.

Starting from the standpoint that adult protection has significant overlaps with a range of other areas of interest, this article considers how criminal justice systems in key countries are responding to the challenge of vulnerable adults. American, Canadian and UK legal frameworks and recent practice are examined in relation to vulnerable adults as victims, witnesses and perpetrators. Reports on the extent and nature of adult protection cases dealt with by two social services departments during a twelve month period in 1995-6, within the framework of newly revised generic policies on abuse of vulnerable adults. The two counties varied in the level of reporting documented and in the number of cases logged for individuals who fall within the main four groups of 'vulnerable adults' covered by the policies. Arguments for consistent reporting are set out and the tension which exists between formal and informal approaches to the subsequent investigation of abuse discussed with reference to American vulnerable adult statutes.

Throughout history, disabled people have been an especially vulnerable group to maltreatment practices. This article reviews the main conclusions drawn from recent publications on the maltreatment of people with learning difficulties. Goes on to consider whether learning difficulties are the cause or the consequence of maltreatment, the vulnerability factors related to disability, and the main risk situations. Presents reflections from more specific studies, such as the relationship between sexual abuse and learning difficulties; and proposes some current prevention and treatment strategies.
