Focuses on the challenges presented to providers of services by users of services and examines the growth of user movements, the self-organisation of carers, and the voices of services users. Explores potential conflicts and differences in priorities which become evident when users and carers are enabled to contribute to policy and service development. Also looks at conceptual, policy and practice developments which need to be made of community care is to be experienced as an empowering service option.
