Using the Assessment of Motor and Process Skills as part of the diagnostic process in an inner-city learning disability service

Learning disability is characterised by significant impairment of both intellectual function and social and adaptive function, with onset before adulthood, and yet social and adaptive function is often omitted from assessment processes. This practice analysis explores the feasibility of administering the Assessment of Motor and Process Skills to assess adaptive function (alongside the assessment of intellectual function) as part of the diagnostic process for people with a learning disability. After a 2-year period, scores for the two assessments were correlated and a low level of correlation was found. Findings suggested that the Assessment of Motor and Process Skills should continue to be used as part of the diagnostic process alongside assessments of intellectual function, because assessment of intellectual function alone does not predict adaptive function and cannot be relied on for diagnosis of learning disability; doing so would ensure that practice was evidence based. Predicting additional care in young children with neurodevelopmental disability: a systematic review

Children with developmental disabilities have a variety of associated impairments that require lifelong additional care, and assessment of these needs is necessary not only for diagnostic purposes but to inform parents and other care givers and providers about what care is likely to be needed in the future. This review identifies and evaluates seven existing assessment instruments: Pediatric Evaluation of Disability Inventory (PEDI); Functional Independence Measure for Children (WeeFIM); Health Utility Index (HUI-3); Life Habits Assessment (LIFE-H); Lifestyle Assessment Questionnaire; Support Intensity Scale (SIS); and Amount of Assistance Questionnaire (AAQ). None have been developed to predict future additional care requirements, and the authors conclude that new instruments should be developed to provide parents and other care providers with the information they need.

Social service provision to younger disabled people is not often at the forefront of policy debate. However, the Government recognises the distinct contribution that disabled people make to the economy and the waste of potential that ensues when key services do not assist them. Often the type of assistance that younger disabled people require needs to be more flexible, or of a different type, than that offered by social services. For example, people may require assistance with making decisions concerning work, both paid and voluntary, or in parenting. This study explored ways of incorporating these and other types of assistance into assessment processes. In the study these were called ‘outcomes’ and they were incorporated into new assessment documents for use by a multi-disciplinary team of professionals.

With support of the Department of Health, Bristol University is carrying out a small-scale research study of single-person adoption. In advance of the findings, the author surveys existing arguments for and against the approval of single people as adoptive parents. The debate also raises some larger questions - not simply about adoption and necessary safeguards, but about the nature of the approval process itself.

Australia’s National Disability Insurance Scheme: a collaboration opportunity for academia and industry

Purpose: The purpose of this paper is to summarise the initial experiences of Australia’s National Disability Insurance Scheme (NDIS). It highlights some of the main challenges being faced by participants, service providers and government, and demonstrates how research can contribute to the ongoing implementation and success of the scheme. Design/methodology/approach: The historical basis for the need for a new approach to disability funding in Australia is explored. The opportunities that exist and the difficulties that are being encountered by those entering and working within the new scheme are discussed. Findings: Several problems were identified including difficult transitions between existing support frameworks to new “NDIS plans”, and the risk of market failure. Both the problems and their solutions are discussed and it is hoped that collaboration between the Commonwealth Government, service users, their families, service providers and universities can lead to a number of lasting improvements. Practical implications: The new funding framework provides exciting opportunities for increasing the funding of people with intellectual and physical disabilities in Australia. Developments in technology, service provision in rural and remote areas and the opportunity to meet aspirational life goals exist alongside a number of challenges, including the need to ensure that those with multiple and complex disabilities retain existing levels of support. Originality/value: The implementation of the NDIS is still underway, and opportunities exist to implement changes to the scheme where required. Research findings have an important role to play in the national debate regarding how best to improve quality of life for people with a disability in Australia. (Edited publisher abstract)
A review of outcome measures in early childhood programs

The authors undertook a review of measures available for assessing outcomes of early childhood services for children with disabilities and their families. With principles of family-centered practice mandating the inclusion of both family and child outcome measures in effective evaluation plans, the review examined measures with established psychometric properties for (a) documenting the effectiveness of partnerships with families, and (b) documenting the effectiveness of services and supports for families. Constructs and their associated measures related to partnerships include satisfaction with the overall program and empowerment. The constructs for outcomes of supports and services include social support, parenting, and family quality of life. The authors reviewed measures for each of the five constructs. They note that the selection of appropriate measures to assess the outcomes of family support and services depends on the specific configuration of support services provided by the program and that each program may have to be explicit about the outcomes it wants to impact and therefore measure.

The role of quality assessments in social policy, especially health policy, and ethical and social issues raised by prenatal testing for disability are discussed in this analysis. A theme of the literature has been the role played by controversial assumptions about the quality of life of people with disabilities. This book turns the perspectives of disability scholars to issues that have largely been the province of health methodology, policy and philosophy, while re-directing philosophical policy analysis to problems that have largely been the province of disability scholarship.

The Government’s 2005 Green paper on Adult Social Care put forward a vision of ‘independence, well-being and choice’. While the notion of independent living was central to the vision and to the substantive policy proposals presented in the Green Paper, there was no definition of what ‘independent living’ actually means. The British Council of Disabled People (BCDP) supports many of the ideas in the Green Paper, such as the proposed introduction of individualised budgets. It also has concerns about the continuing lack of basic rights to receive support and to live independently in one’s own home, and about the way in which the new vision will be financed and implemented. This article looks at some of the concerns of the BCDP.
