This factsheet presents an analysis of the disability part of the Northern Ireland Omnibus Survey, which was conducted by the Central Survey Unit of the Northern Ireland Statistics and Research Agency in 1997, 1998, 1999 and 2001. The most recent survey was commissioned by the Equality Commission for Northern Ireland while the earlier surveys were conducted on behalf of the Northern Ireland Disability Council. The factsheet presents the findings of the 2001 survey and comparisons are drawn with the earlier surveys where statistically significant change has occurred.
A comparative study of social policy transfer: the adoption of anti-discrimination policy in the United Kingdom and Australia

Both the United Kingdom and Australia engaged in social policy transfer of anti-discrimination policy for people with disabilities in the 1990s with the adoption of new legislation whose structure and approach originated in the United States a decade earlier. This paper focuses on the extent of the convergence of disability policies between each country and the USA, and the variables that affected social policy transfer in each nation. By using a comparative approach, this paper allows for a better understanding of the processes and constraints involved in transferring social policy across nations. This report provides a summary of the key findings of research which examined knowledge and awareness of the Disability Discrimination Act 1995 (DDA) amongst service providers in three sectors – retail, finance, and leisure and entertainment. The aim of this research was to explore the extent to which service providers within these sectors in Northern Ireland have responded to the DDA.

In the decade since initial implementation of the Americans with Disabilities Act (ADA) in the United States, many questions have arisen pertaining to the rights of employers and employees in light of the employment of and services that must be provided to persons with disabilities. One of the most controversial aspects of the legislation is the issue of direct threat. This relates to the concern that workers or clients with disabilities may be a threat to others due to their condition. Integral to this fear isthe employer's ability to protect persons within the work environment from such a threat, while remaining in compliance with the ADA. This paper considers the issue of direct threat and its pertinence to the social work profession, and provides recommendations for employers and supervisors in the field.

An exploration of violence among homeless women with emotional disabilities: implications for practice and policy

This research found a high incidence of violence among homeless women with emotional disabilities. The study reports that 82 percent of the homeless women with emotional disabilities had a history of violence in their lives. The most common form of violence was physical; the least common was sexual abuse. The practice and policy implications for these findings are discussed. It is suggested that the Olmstead v. L. C. (1998) ruling under the Americans With Disabilities Act might force states to provide better services to homeless women with a history of violence and emotional disabilities. This report provides new evidence that ageism and discrimination are having devastating effects on the lives of people as young as forty, with a cost to the economy of up to £31 billion per year. It explores, in detail, the experiences of people over forty trying to enter the labour market, including: people who have been made redundant; the longterm unemployed; women returners; people with disabilities; and people still in a job but needing new skills to keep going. Employers’ attitudes, policies and practices are examined, revealing a worrying lack of awareness of national and European legislation in relation to the employment of older people.
