This resource pack offers research-based advice on how to develop and implement a key worker services for families with a disabled child. The pack takes the reader through each phase of the process, with examples of activities and exercises which can assist in planning and decision making for each phase. The Carers and Disabled Children Act 2000 (“the 2000 Act”) enables local authorities to offer carers support. Services to carers are not defined in the Act, and the local authority may provide any services which, in their view, will support the carer in their caring role.. The Carers (Equal Opportunities) Act 2004 (“the 2004 Act”) seeks to give carers more choice and better opportunities to lead a more fulfilling life by ensuring that carers receive information about their rights under the 2000 Act. The aim of this policy guidance (which is issued under section 7(1) of the local authority Social Services Act 1970 is to set out the Government’s view of the issues for local authorities in carrying on their functions under the 2000 and 2004 Act as they affect: carers who provide or intend to provide a substantial amount of care on a regular basis for another individual aged 18 or over; people with parental responsibility for a disabled child who provide or intend to provide a substantial amount of care on a regular basis for the child.

This report from Contact a Family draws on the experiences of over 1000 families with disabled children in trying to access everyday leisure opportunities across the UK, including swimming pools, cinemas, after school clubs, holiday playschemes and major attractions. Not surprisingly the answer to the question ‘Is everybody here?’ is a very clear no. It provides an overview of current legislation and government policy, identifies the barriers to participation, and ends with clear sets of recommendations to providers and policy-makers. There is also a useful appendix listing attractions positively recommended by parents.

Good housing plays a key role in the well-being of disabled children and their families. Research has highlighted services that address the housing needs of disabled children and their families in a positive way, and that have been commended by families themselves. From talking to practitioners and families, the research has drawn out a number of underlying principles and themes that are important in meeting the housing needs of this group.

The provision of information and the importance of keeping families informed is frequently viewed as a significant factor within both the concept of empowerment and the facilitation of enabling and participatory processes for service users and their families. This article looks at how parents would like to receive this information and also discusses the empowering potential of user-friendly information. The article draws on data collected from a focus group discussions with parents caring for children with a range of disabilities or chronic illness. In particular it examines the criteria by which parents judge the quality of information and their ideas as to what constitutes good practice, especially in terms of how information is presented, its content and the way it is delivered. Using these ideas and criteria, the paper begins to develop a model of good information practice that is both three-dimensional and personally interactive.

This practice guidance sets out how local councils with social services responsibilities (local councils) should implement the policy set out in the Policy Guidance on the Carers and Disabled Children Act 2000. It follows the same order as the policy guidance.
