This report looks at the state of wheelchair provision to young people. The report finds that a lack of money and a postcode lottery of provision are having a disastrous impact on the lives of many disabled children across the UK. The underfunding means that young people who need wheelchairs are generally only given the most basic of equipment, despite the fact this regularly fails to meet their needs. At the same time, lengthy waiting times for assessments and provision mean that disabled children's life chances and childhoods are even further diminished.

The development of direct payments has been greatly influenced by the combined pressure of governments' determination to create a mixed economy in social care and action from the disability movement in its quest for independent living and social justice. The extent to which the ideals of these perspectives have been realised by the reality of direct payments is unclear. One outcome of the shift to a market economy is that social care provision is treated progressively as a commodity to be bought and sold. WORKSTEP is part of a broad range of schemes funded by the Department for Work and Pensions (DWP), which aims to help disabled people find and retain work. These programmes are managed by Jobcentre Plus, an executive agency of DWP, and provided by a range of organisations in the public, private and not-for-profit sector. WORKSTEP was introduced in April 2001, and incorporated a number of key changes to its predecessor, the Supported Employment Programme, all of which aimed to modernise service provision. The changes embodied in the WORKSTEP programme were a significant challenge for existing service providers and in recognition of this, the Government announced an allocation of £37.2 million in Programme Modernisation Funding, available over a period of three years. The overall aim of the Funds was to both stimulate and enable change to occur within existing provider organisations, making them better placed to deliver WORKSTEP. This report presents the findings of research on WORKSTEP Modernisation Funds, aiming to evaluate the delivery of the funding and the nature and impact of activities and investments arising from it. The research was carried out by the Centre for Public Policy during 2005, and it linked into their evaluation of the WORKSTEP Programme. It involved interviews with Jobcentre Plus and provider organisation staff and an analysis of Modernisation Project documentation. The research examined the background to the Modernisation Funds initiative, the promotion and administration of the Funds, and reviewed the range of initiatives that were supported.

The Review of Provision for Students with Disabilities was initiated by the Funding for Learners (FFL) division of the Scottish Executive in spring 2005 in order to examine the support available to students with disability-related additional needs studying at Further Education (FE) and Higher Education (HE) level in Scotland. The main aim of the project is to consider options to improve the efficient and effective use of the existing financial resource for individual support for disabled students, within the context of institutional funding to support widening access. The review also considers the feasibility of introducing a single system of support, which would be based on need, rather than level of study.

This study reviews the JRF's Making Change Happen programme, which provided a year’s funding to four grassroots development organisations with a track record in providing support to black disabled people. Cognitive impairment in older people: its implications for future demand for services and costs

New research shows that unless more effective treatments are developed for Alzheimer's disease and other causes of cognitive impairment, there will be a substantial rise in the demand for long-term care services. The research also concludes that if treatments developed were to reduce the percentage of older people with severe cognitive impairment by only 1% per year, this would broadly offset the increasing long-term care costs due to rising numbers of older people. Researchers compared figures for 1998 with their projected figures for the year 2031, under a range of assumptions about future mortality and prevalence rates and future patterns of care. The study shows that the number of people with cognitive impairment in England is likely to rise by 66% from 461,000 to 765,000 between 1998 and 2031, faster than the number of people with physical disability only. The report implies that demand for long-term care will rise at a faster rate among those with cognitive impairment than projections based on the overall demand for long-term care would suggest.
Reliability of the Service Need Assessment Profile (SNAP): a measure of support for people with disabilities

Measures for estimating costs associated with the provision of disability services in Australia have not previously been available. Because such instruments are scarce worldwide, decisions about funding services have relied more on historical precedent and less on individual need. Recognising the necessity for an objective measure, Gould (1998) developed the Service Need Assessment Profile (SNAP), a scale for estimating the support needs and associated costs for people with disabilities.This study examined the technical properties of SNAP using assessment data from 318 adults (190 males and 128 females), mean age 43 years, with a range of disability types and levels of severity, residing in supported accommodation around metropolitan Adelaide, South Australia. Results suggest that SNAP's reliability varies across different sub-groups and across domains. The study concludes that using SNAP assessments as a method for allocating funds/resources across the disability sector should be approached cautiously, bearing in mind the reported limitations.
