Knowledge, tasks and strategies for teaching about persons with disabilities: implications for social work education

Persons with disabilities are seen as distinct and insular minority group within the United States. Given the fact that social workers offer critical social services to this group, it is important for social work programmes to offer meaningful curriculum content on persons with disabilities. This article presents key issues that social work educators should find useful for teaching about persons with disabilities. Specifically, a discussion is offered on the disability civil rights movement, the culture of disability, models for defining disability, knowledge areas on disability issues, teaching masks and strategies for focusing on persons with disabilities.

This paper discusses development assistance on disability and education in southern Africa. Development assistance for people with disabilities has for a long time been based on the charity and medical models. It has not been perceived in the context of national development. Many development agencies and charitable organisations tend to emphasises their own agenda, which may not necessarily be that of the local people with disabilities. As a result, the anticipated impact of development assistance in the region for people with disabilities has not been realised. This paper challenges this position and advocates for a more participatory approach by the locals. Using Lesotho as an example, the paper shows how development assistance can be made to be more successful through community participation and change of attitudes across all sectors of the community.

A disabling education: the case of disabled learners in Malaysia

Currently there is a move by the government towards improving the state of education for disabled learners in Malaysia. It is believed that current policy and practice do not meet the needs and requirements of these learners, partly because of the different definitions of disability adopted by various government agencies that are empowered to assist them. Employing a social constructivist framework, these definitions are examined specifically in the way they have been developed into different practices. It is argued that some of the common practices in educating disabled learners are discriminatory and haphazardly planned. The material effects of these practices on the actual provisions of education for these learners are then observed and evaluated. It is suggested that the education system be improved by including disabled learners in mainstream education, so as to help instigate positive changes in the lives of these learners through the wider process of social inclusion.
Empowerment, disability and new technologies: bridging the gap in training

Any new technology has the potential to be liberating or oppressive. This paper explores this issue in relation to disabled people, reviewing some of the more relevant literature. One factor here is the availability of facilitators who have a command of both technological and disability aspects of the issue. The authors describe an innovative Higher National Diploma (HND) programme at Bridgend College in South Wales that attempts to equip students with skills from both fields firmly underpinned by a philosophy of empowerment. Indications of new and sometimes surprising employment opportunities for students completing the course are discussed, raising questions about the need to develop or replicate the programme elsewhere.
Supporting pupils with special health needs in mainstream schools: policy and practice

A growing number of pupils in mainstream schools may have health-related support needs in respect of a chronic illness or physical disability. Data from research study investigating these needs and carried out between 1996 and 1998 are used to reflect on the position of this group of pupils within policy guidance on special educational needs and medical needs. Evidence of confusion and ambiguity, both in the guidance and its interpretation, suggests that the needs of this group remain somewhat hidden. More recent developments in special needs policy guidance are discussed in terms of the prospect for strengthening support for this group of pupils.

Research from many sources reveals that their disability has a substantial impact on children's experiences at school. Moreover they are capable of participating in decisions about how to cope with it, and that they want to be allowed to participate in this way.
