Preparing young adults with disability for employment

Young people with disabilities are often excluded from the labour market. This paper describes an evaluation of an innovative 2-year pilot initiative called Vocational Opportunities in Training for Employment (VOTE) implemented in Northern Ireland to provide employment training and support for vulnerable young adults with a wide range of disabilities. Its principal aims were to assess the impact of the service in the extent to which it had created and developed training and employment opportunities for young people and promoted inclusive working partnerships. Documentary analysis was used as a basis for describing and assessing objectives in combination with face-to-face interviews with a small number of key stakeholders. A total of 122 young people participated in the initiative in the pilot period, during which time 160 qualifications were obtained. Key stakeholders expressed positive views about the initiative, in particular its therapeutic benefits and the extent of interagency working and shared learning. The VOTE initiative achieved considerable success in enabling a significant proportion of young adults to engage in society by developing social and employment skills and by improving employment opportunities and prospects. Factors critical to the continued success of this and similar initiatives include close involvement of parents, addressing local employers' concerns, sympathetic treatment of workplace issues and effective partnership working.

Looks at the provisions of Special Educational Needs and Disability Act 2001 (SENDA), which aims to introduce individual rights for children with disabilities in school and provide a mechanism for enforcement. In particular, the Act extends the role of the Special Educational Needs Tribunal to decide on certain limited claims relating to disability discrimination within schools.

This article draws on a study exploring young 'ventilator dependent' peoples' views and experiences of the care and services they receive. They described their lives as being characterised by discrimination, poorly organised and inadequate services, violation of their human rights, social exclusion and in many cases inadequate education. From the findings of this study a number of questions are posed on behalf of the young people for commissioners and providers of services to address.

Based on research funded by the European Social Fund, this publication examines the career-related decisions and aspirations of young disabled people. A comparison is made between young disabled people in special and mainstream education in relation to the origins of their career-related decisions, and their perceptions of how they will achieve their goals. The book also covers social and personal factors that may act as barriers to young people's choices, such as disabling barriers (physical, social and attitudinal), impairment, friends, family background and relationships, education system, government policy and the expectations of others.

This literature review collates and analyses existing knowledge about the perceptions held by disabled and non-disabled children, and young people from black and Asian families concerning issues of disability and impairment. This review discusses the oppression faced by black and Asian disabled children, and concludes that their experience is unique and different from that of white disabled children. Accordingly, it emphasises the need for further research about the subjective experience of black and Asian disabled children in order to meet their particular needs.
