Age and disability: explaining the wage differential

This paper estimates the level of explained and unexplained factors that contribute to the wage gap between workers with and without disabilities, providing benchmark estimates for Ireland. It separates out the confounding impact of productivity differences between disabled and non-disabled, by comparing wage differentials across three groups, disabled with limitations, disabled without limitations and non-disabled. Furthermore, data are analysed for the years 1995–2001 and two sub-samples pre and post 1998 allow us to decompose wage differentials before and after the Employment Equality Act 1998. Results are comparable to those of the UK and the unexplained component (upper bound of discrimination) is lower once we control for productivity differences. The lower bound level depends on the contribution of unobserved effects and the validity of the selection component in the decomposition model.

There are many different types of barriers which prevent disabled people's full and equal participation in society: not only physical barriers created by lack of access to buildings and transport systems, but also social and economic barriers resulting from unequal access to education, employment and services; lack of representation and involvement in local planning and politics; and a limited understanding of the nature of disablement.

Disablism is defined as discriminatory, oppressive or abusive behaviour arising from the belief that disabled people are inferior to others. In this article the author considers some broad disability related themes (by disabled performers and by others) focusing on her personal experience of the 2008 Edinburgh Festival Fringe. Comedy is covered in most detail with particular focus on one performer. Reference is also made to other performance categories, such as drama, and to some influences from beyond the fringe. Consideration is given to whether disabled comedians can be disablist and whether disability equality legislation is impacting what happens in performances. Disablism, othering and freak show genre were amongst the themes which emerged. From the perspective of a disability aware audience member the author found that unreconstructed disablism in comedy appeared to be fairly widespread within the fringe, mainly manifesting itself via the idle use of othering language. In addition to this physical access to venues was very poor.

Like many other contemporary sporting institutions, the Paralympic Games have made the transition from pastime to spectacle, and the profile of athletes with disabilities has been increased as a result. This book reviews the current status of the Paralympics and challenges the mainstream assumption that the Games are a vehicle for empowerment of the disabled community. Using ethnographic methods unique in this area of study, P. David Howe has undertaken an innovative and critical examination of the social, political and economic processes shaping the Paralympic Movement. In The Cultural Politics of the Paralympic Movement he presents his findings and offers a new insight into the relationship between sport, the body and the culture of disability. In doing so he has produced the most comprehensive and radical text about high performance sport for the disabled yet published.
Living on a knife edge: the responses of people with physical health conditions to changes in disability benefits

This article documents the experiences of people with a physical health condition or disability who have experienced a loss of or change in disability benefits under the welfare reform programme in the United Kingdom. A theoretical model was constructed using in-depth interviews and grounded theory methods. The findings show that participants experienced the benefits system as dehumanising, and felt that they lived in a judgemental and invalidating society, where they were perceived as ‘scroungers’ and faced discrimination from others. These experiences negatively affected their mental and physical health and well-being. They also negatively affected participants’ identity, leading to experiences of shame, hopelessness and social isolation. However, many participants attempted to resist these negative impacts (e.g. through seeking support or taking political action). The findings demonstrate the significant impact of benefit changes on well-being and identity, thus highlighting important implications for claimants, and staff in healthcare, the benefits system and government. Drawing on the results of a series of research projects commissioned by Scope, this report looks at the attitudes and behaviours towards disabled people in the UK and the attitudes that disabled people themselves say they experience. It also considers the reasons for negative attitudes and what can be done to change them. Providing adequate training for disabled people is a major objective of recent legislation against discrimination in the labour market for the UK. Using data from the 2004 British workplace employee relations survey, this detailed study analyses the determinants of training for disabled workers both at the individual and at the firm level – in terms of the likelihood of workers being trained by their employers and the length of training received. The findings conclude that disability can reduce the probability of receiving training, but has negligible effect on the duration of training if it is received. The authors propose that the findings pose a challenge for policy makers, who must make it possible for each employee to declare his health status, but on the other hand must set up preventions aimed at discriminating against disabled people.
Working with lesbian, gay, bisexual and transgender people: people with physical disabilities: Doug's story

In this film we meet Doug, a gay man with physical disabilities who is in residential accommodation eight miles away from his friends and family. Doug carefully considered when to ‘come out’ within residential care and explains that this is a continual process because of the high turnover of residential care staff.
Discrimination and insensitivity about Doug’s being ‘out’ to other residents and suggestions by his providers to ‘keep quiet’ around other residents are highlighted in the film. Doug feels he has little opportunity to meet other gay people, so he feels isolated and cut off from the gay community.
Doug believes that a cultural shift and change in attitudes in social care is vital in order to provide relevant care for LGBT people. He also feels that direct payments are only one part of a solution to offer more choice and control to the user of services.

Based on research funded by the European Social Fund, this publication examines the career-related decisions and aspirations of young disabled people. A comparison is made between young disabled people in special and mainstream education in relation to the origins of their career-related decisions, and their perceptions of how they will achieve their goals. The book also covers social and personal factors that may act as barriers to young people's choices, such as disabling barriers (physical, social and attitudinal), impairment, friends, family background and relationships, education system, government policy and the expectations of others.
