Draws on experiences from an international project, from the work of a child protection agency and from services for endangered, deprived, disadvantaged, and disabled children, to consider how the reform of provision for children (CWR) is occurring in Bulgaria, a country in line to join the EU in 2007. Examines a model being used to try to influence the development of these services, the role of international experts and NGOs, and the case for and against compulsory conditionality in these processes.

This practice tool helps practitioners to collect information about a child's health and development and to analyse it in a logical sequence that identifies the type and seriousness of impairment to development. Weighed alongside other criteria, the results help to improve decisions about if and how to intervene in a child's life. The tool seeks to improve the consistency of practice decisions, both in relation to an individual practitioner's caseload and across children's services. To that end, the tool encourages greater consultation about difficult judgements. The tool also helps practitioners evaluate their own practice.

Most video suites are housed in police stations and very few have wheelchair access to the building, lifts or toilets. Describes a collaborative project between Nottingham SSD and Nottingham Community Health Trust which has enabled children to give evidence in a specially designed environment.
