During this time the recognition of the needs of children, and the responsibility both collectively and individually to meet these, has moved increasingly to the forefront of society. Prime importance is now given by the legislators and specific statutory and voluntary organisations to ensuring that children, with a range of social, physical and emotional needs have access to services to enable them to achieve their full potential. Increasingly this right is being enshrined in legislation.
