Maltreatment and disabilities: a population based epidemiological study

This American research assesses the prevalence of abuse and neglect among a population of children with disabilities, relates specific types of disabilities to specific types of abuse, and aims to determine the effect of abuse and neglect on academic achievement and attendance rates for children with and without disabilities. From the data sample used, results found children with disabilities are 3.4 times more likely to be maltreated than nondisabled peers. Concludes that school professional need to be cognizant of the high base rate of maltreatment among the children they serve. Concludes that status needs to be considered in national incidence studies of maltreatment.
Is sexual abuse of children with disabilities disclosed? A retrospective analysis of child disability and the likelihood of sexual abuse among those attending Norwegian hospitals

According to North American studies disabled children are at 2-3 times greater risk of being sexually abused than non-disabled. If the risk ratio for disabled children in Norway is similar, and the disclosure of sexual abuse is the same for disabled as for non-disabled, one should expect disabled children to constitute 2-3 times the 11% they constitute in the general populations. This research aimed to investigate if this is the case for Norwegian children, and to find characteristics within in the handicapped group suspected of being sexually assaulted. Children with disabilities make up a smaller part of children coming to paediatric hospitals with the suspicion of being sexually abused than expected. The results indicate that when a child has a severe disability, the caretakers do not seem to recognise it as sexual abuse before it is quite obvious.

Reviews the cultural issues which should be included in the study of the relation between child disabilities and child abuse. Discusses variations in child care, parenting, discipline, and health practices are noted and examples of cultural practices that could impact the perceived relation between disabilities and abuse. Finally reviews two programmes incorporating culturally sensitive approaches in interactions with clients in an applied setting.
The prevalence of disabilities and maltreatment among runaway children

This American research was conducted to determine the prevalence among abused and nonabused runaways within a hospital population (study 1) and a community school population (study 2) and to identify any associations between disability, maltreatment, family stress factors, academic achievement, school attendance, domestic violence and runaway status. Results found children and youth with disabilities were at increased risk to become runaways in both populations. The presence of maltreatment significantly increased the association between running away and disability status. Concludes that professionals working with runaways and their families need to be aware of the special needs of the population and reconsider current policy within the family.
Disability and discrimination in statutory child protection proceedings

Families headed by parents with intellectual disability are among the most vulnerable in the community. Poverty, social isolation and the lack of adequate support services all threaten their well-being. People with intellectual disability who are parents must also contend with out-of-the-ordinary treatment in statutory child protection proceedings. Legal scholars writing mainly in the North American context cite cases in which the children of these parents have been removed despite lack of evidence of abuse or neglect, or when evidence was refuted or, indeed, even when the parent was shown to be providing adequate care. In cases of substantiated abuse and/or neglect, support has not been given to the parent or parents before their children were removed. In this paper, the authors describe these discriminatory actions and discuss the political, social and institutional conditions that have led to such extreme consequences for people with intellectual disability who also happen to be parents.
Maltreatment of children with disabilities: training needs for a collaborative response

There is a dearth of research on how to respond to children with disabilities who have been maltreated. The current study used a needs assessment instrument tailored to each of three key groups; parents, educators, and investigators. Respondents were asked about their knowledge level, experience with, and training interests on maltreatment of children with disabilities. The current study helps document the nature of those knowledge gaps and, thereby informs the development of training programmes for building a more co-ordinated and informed response to maltreatment of children with disabilities.
Kinship in foster care and its impact on grandmother caregivers

Kinship foster care programmes are designed to address the needs of relatives, usually grandparents, who have taken in children who have been removed form their homes voluntarily, or following a substantiated report of neglect and/or abuse. The author reviews the history of kinship foster care within the US and examines related research. Also, reports the findings of a survey of kinship foster care programmes nationwide and from qualitative interviews with nine grandmothers from New York City who were kinship foster care providers. Particular attention was paid in these surveys to the impact of kinship foster care on families caring for children with disabilities.
