Traditional disability charities have enjoyed significant access to government and have asserted the legitimacy of their participation on the basis of representing a constituency comprising disabled people and carers. However, many disabled people have declared their own preference for self-representation and have rejected the interposition of the traditional disability charities between themselves and government. The purpose of the article is to document the barriers that continue to obstruct disabled people"s access to policy making.

Direct payments have been heralded as a means by which disabled people might gain more independence and control over their lives. However, the introduction of cash payment in lieu of community care is highly complex for both disabled people who wish to employ their own personal assistants and or social services departments. This report evaluates and draws the experience of those who receive direct payments and draws on qualitative interviews with them and within the operational and support staff within social services departments.

Direct payments can now be made to older people. But a 12-month research project has revealed that service users, carers and junior staff still have little knowledge of them. The authors of the Shield research team, Anglia Polytechnic University, and Tower Hamlets Coalition of Disabled People explain that service users are cautiously optimistic about what direct payments offer them but are anxious about the practicalities.
