The Committee's report examines the Government's proposals for welfare reform set out in its Green Paper 'A new deal for welfare: empowering people to work' The proposed reforms are designed to help more ill or disabled people move into employment, thereby reducing the number of people claiming incapacity benefits by one million within a decade. Issues discussed include: the future rollout of the 'Pathways to Work' scheme; the introduction of a new benefit called Employment and Support Allowance (ESA) to replace incapacity benefit from 2008; support for ill or disabled people to move back into work; employer attitudes; the involvement of healthcare professionals; the role of the private and voluntary sectors; the costs and resources for the reform programme.

The Government has introduced benefit reforms that permit the disabled, single mothers and older people claimants to try out work, and to return to protected levels of benefit more easily if a job doesn’t work out. For those who are considered more work ready such changes make a real difference. This easy read book sets out their rights and obligations. However, fears persist among claimants that they may fall outside of the protection afforded by such rules or that their continued incapacity might be drawn into question if they try out work.

Central proposals in the consultation include developing and enhancing the role of Disability Employment Advisers in Jobcentre Plus so that each individual gets support that is tailored to their needs to help them achieve their employment goals; and moving away from separate programmes of support such as the Job Introduction Scheme, Work Preparation and WORKSTEP towards a single integrated programme which provides a more personalised employment service for disabled people. The proposals in the consultation complement other major reforms by the DWP aimed at supporting those who need the most help to find, retain and progress in work; including the modernisation of Remploy, Pathways to Work and a Flexible New Deal all of which will offer additional specialist help for people with greater support needs.

This White Paper sets out a coherent way of supporting people moving onto incapacity benefits. It is based around increasing financial incentives to return to work, a better support and referral programme and rehabilitation projects to help people manage their conditions. It seeks to give support for people who have to move from an incapacity benefit to a jobseekers allowance. These all combine to create a wider ranging package of choices for those on incapacity benefit.
