This practice guidance, a companion volume to the guidance in the 'Framework for the assessment of children in need and their families', starts by covering the key theories, research findings and practise wisdom that have underpinned the development of the Assessment Framework. Since 1997 people who use, or could use social services support have had the option of receiving cash to organise their own support, instead of using "traditional" social services such as community care workers, day centres or drop-ins. Yet there are particular problems of access for minority ethnic disabled people.

Parents from an ethnic minority caring for a severely disabled child, and family members caring for an older relative with dementia, have a very low profile and so their needs remain largely unmet. Reports on two studies which sought to uncover more information about the individual needs of these two client groups.

This article discusses the effects of sexual abuse on black disabled children. Focusing on black children with learning disabilities, it examines how the dimensions of race, gender, and disability compound the problems they face after sexual abuse. It is argued that the way in which black disabled children and their families interpret their experience is likely to differ from other groups of disabled children. The article concludes with some reflections on the implications for making risk assessment for black disabled children.
