This paper presents the development of a new course on disability issues entitles "Disability Rights and Social Work Practice" that was offered in the spring semester of 1999 in the Bachelors of Social Work Programme at a college in the USA. This disability advocacy course consists of three components: distance education utilizing websites and a computer interactive programme, community service learning, and seminars on campus.

Discusses how social work literature, research, and practice on disabilities has lagged behind other topical areas dealing with oppressed groups. Presents a social work literature search and analysis as well as interviews with six individuals with disabilities about their experiences with social workers. Individuals with disabilities assert that they were treated as though they had categorically fewer aspirations, abilities, and perhaps even fundamental rights than did non-disabled people. Provides a base for follow-up research on models of consumer-focused social worker practice in the area of disability.

Drawing on an evaluative study of UK participation in a European disability programme (HELIOS I), this article explores the extent to which, and the ways in which, disabled people were involved in the programme as active participants. The findings draw attention to the different perspectives of the programme's various stakeholders and are discussed in relation to two broader themes. The first of these is the involvement of disabled people themselves in any programme aiming to promote the full participation of disabled people in society. The second is the role and value of formalised networks as a means of promoting information exchange and learning as a prerequisite for promoting change in individuals and change in organisations.

People with disabilities are disempowered by changes in delivery of services in non-hospital settings. In Canada many developments have been achieved in advanced service delivery systems, beyond the limited designs elsewhere. None the less, these influences have reached services in the UK, where brokerage services have been established in some settings. Three clear stages have emerged in the analysis of successful advocacy systems: ad hoc pressure by individuals; demonstration pilot schemes; mainstream provision.
