This discussion paper considers the characteristics of social care organisations that successfully promote diversity, and explores research on barriers to promoting diversity, as well as how these can be overcome. After exploring use of the term ‘diversity’, the authors suggest that diversity is used to mean taking account of the complexities of the lives of individuals and of groups of people, and the impact of these complexities on their experience of discrimination and disadvantage. In this context, the focus is on black and minority ethnic people as a group with multiple identities. So an organisation that successfully promotes diversity will take account of age, disability, gender and ‘race’ issues. In practice this could mean extending choice and control to a disabled Asian woman wanting to live ‘independently’ in an extension to her parents’ home, as well as to a 70-year-old Caribbean man with chronic arthritis living on his own in a council flat. This discussion paper draws on census data to demonstrate higher rates of longterm limiting illness and disability among black and minority ethnic communities in comparison to white communities, and in women in these communities more than men. This data is supplemented by evidence of a greater risk of unemployment and lower incomes amongst black and minority ethnic groups, and of poorer-quality housing. Black and minority ethnic communities are also less likely to benefit from a range of government initiatives that deal with social exclusion.
Working with lesbian, gay, bisexual and transgender people: people with physical disabilities: Doug's story

In this film we meet Doug, a gay man with physical disabilities who is in residential accommodation eight miles away from his friends and family. Doug carefully considered when to ‘come out’ within residential care and explains that this is a continual process because of the high turnover of residential care staff.
Discrimination and insensitivity about Doug’s being ‘out’ to other residents and suggestions by his providers to ‘keep quiet’ around other residents are highlighted in the film. Doug feels he has little opportunity to meet other gay people, so he feels isolated and cut off from the gay community.
Doug believes that a cultural shift and change in attitudes in social care is vital in order to provide relevant care for LGBT people. He also feels that direct payments are only one part of a solution to offer more choice and control to the user of services.

This web-based practice guide is aimed at local authority and health commissioners, practitioners, service users, adult placement scheme staff and carers in England. The guide is based on information from a practice survey that identified emerging and developing practice; a literature review that pulled together the key literature on adult placements; and an analytical report that identified the key messages from these two surveys. It identifies relevant national minimum standards, and highlights findings and case examples from the practice survey, as well as from the literature where available. The Guide contains practice points, including areas of conflict, on-going debate about roles and responsibilities, and the application of person-centred approaches to adult placements. It contains sections on: being person-centred, assessment and referral, matching and introductions, monitoring and review, moving on, adult placement carers, advocacy; and person-centred planning.
