The Decent Homes Standard sets government targets for social housing in England on a range of issues but does not specifically include any requirements about the accessibility of properties. This study considered the approach of six English housing associations with large refurbishment programmes following the transfer of previously council-owned stock. It looked at whether there had been a missed opportunity in terms of improving accessibility and whether there was any evidence that accessibility had actually been made worse by the works that had been carried out.

Four grassroots development projects were supported by the Joseph Rowntree Foundation to generate practical learning about how to make change happen for black and minority ethnic disabled people. EQUALITIES aimed to increase the local voice of black and minority ethnic disabled people and carers. International Somali Community Trust employed direct advocacy and set up a user forum for Somali-speaking disabled people. People in Action supported ROOOTS, six African Caribbean people with learning difficulties, to deliver training to local service providers. Tassibee trained Pakistani Muslim women with experience of mental health difficulties to run self-help groups.

The Community Care (Direct Payments) Act 1996 introduced direct payments, allowing some disabled people to purchase the provision of their own support. In 1997, a pilot project was established in Norfolk, to consider the implementation of direct payments in a largely rural county. The Joseph Rowntree Foundation supported the pilot scheme by funding a researcher to assist with an evaluation of the project.

'Intentional communities of attachment' are communities where people with a disability and non-disabled people live together outside of professionalised care arrangements or family obligation. They can demonstrate a very different approach to meeting the needs and aspirations of disabled people. Disabled people with problem debts regard living with debt as the most significant aspect of their lives. Debt was usually the result of a combination of circumstances, often directly associated with disability but in the context of low income. The research, by Linda Grant for the Sheffield Citizens Advice Bureaux Debt Support Unit, involved detailed interviews with disabled people who were having debt problems.

The Disabled Persons Accommodation Agency (DPAA) researched the mismatch between the housing aspirations of people with a physical disability and suitable available property across all forms of housing tenure in Kent. Having analysed the problems experienced by both housing providers and people with a physical disability who wanted more suitable accommodation, the DPPA has developed a database that matches people to property.
