This article is about the disability movement in the Netherlands and its strategies for empowerment of disabled people. Only since the end of 2003 has the Netherlands enjoyed antidiscrimination legislation for disabled people. But, how important actually is legislation for the empowerment of disabled people? To answer this question, the authors take a closer look at social movements and their involvement in empowerment and active citizenship. We criticise the disregard of differences and care in notions of active citizenship and propose instead the idea of a ‘varied society’ based on the notions of diverse and ‘careful citizenship’. One of the main arguments is that empowerment strategies necessary to create this kind of society are above all bottom-up strategies. However, the highly organised disability movement in the Netherlands is confronted with strategic paradoxes that have ‘depowering’ consequences. Based on these paradoxes, five recommendations for the disability movement in the Netherlands are presented.

This article describes the rationale and implementation of a closed group of pre-adolescent children with a cleft lip and palate facial disfigurement (CLAP). The aim of the group was to expose the children to other children with similar facial disfigurement and to create a forum of understanding and self-help. A solution-focused child-centred approach aimed to educate the children to handle issues of self-esteem and bullying. The article underlines the importance of meticulous preparation, going through various steps of planning for the group including need, purpose, composition, structure and context. Weekly sessions were led by 2 facilitators and incorporated games, art, role playing and drama. The article examines the implications for leadership and group facilitation in the context of values for empowering practice for children and facilitators. The potential limitations of the group are also discussed in detail.

The recent policy and planning developments such as the implementation of the 1995 Children (NI) Order, children’s service planning, and the Health and Well-Being Investment planning have the potential to increase the inclusion of children with disabilities and their families into planning processes and service provision, but as yet none of them have been explicitly dedicated to increasing the quantum of public services available to disabled children. Research to date has shown that the provision of social services to disabled children and their families has been limited, piecemeal and fragmented. The Children (NI) Order brought some re-organisation of these services, alongside some additional funding, but there still remains considerable unmet need.
