Challenges to the implementation of personal advocacy for older adults

Despite the endorsement of advocacy by the social work profession, the implementation of advocacy in community-service situations for vulnerable populations poses a major challenge to practice. This article examines the implementation of an advocacy project in the USA to address the community living needs older adults of minority status defined as important to the advancement of their quality of life, others background on the need for advocacy among minority other persons and advocacy with the context of empowerment then seven issues social workers should address to ensure the effectiveness and viability of personal advocacy for older adults are discussed. Finally, considers the promise of personal advocacy as a form of prevention at the individual case level of service and the benefits sound implementation can produce for older adults, their families, and social-service systems.

This research paper from Israel examines damaging family reactions to later-life remarriage. It describes a study based on qualitative data from interviews with 17 children of elderly parents who had remarried and later reported their adult children to the social service agencies as abusers. An analysis of the interviews shows that the main cause of the abuse was financial and involved matters of inheritance, wills and the distribution of assets. The dynamics which lay behind this pattern of family behaviour are explored.

For the past four years, the social work department at the University of Hull has been working in partnership with colleagues from Austria, France and Germany to develop a European module on comparative social work. Funded by the EU's SOCRATES programme, this has involved the four European sites developing and adapting a prototype module concerning vulnerable older people to fit with their own programme requirements. This paper describes what the process has revealed.

Investigates whether depressed elderly people with normal cognition are at increased risk of cognitive decline and Alzheimer's disease. Results found that in the two independent samples of older people used, depression was associated with an increased risk of Alzheimer's disease and cognitive decline, but only in subjects with higher levels of education

Explores the role of the volunteer with vulnerable populations, specifically, new parents and their infants and at-risk elderly in the USA. A review of the literature related to volunteers who work with these two populations was conducted. Volunteer characteristics, roles, needs of populations served, recruitment, and training issues were addressed, specifically as they relate to the two populations. A theoretical framework for defining motivation, designing need-based training, and addressing the role of volunteers is discussed. Findings suggest that the use of volunteers as compassionate and cost-effective service providers for populations across the lifespan not only provide an increase in the number of skilled workers involved with these vulnerable populations, but also allows professional staff to expand the care which they are able to provide.
