The social work management literature includes little empirical research on the direct effects of field practice on managerial action. This study addresses the issue by surveying 81 managers responsible for three types of public sector, county-based human service agencies in New York State: child welfare; older people’s services; and employment services. Consistent with flexible leadership theory, child welfare managers reported engaging in human relations activity (i.e. facilitating/conflict management and mentoring/staff development) significantly more than managers of older people’s services. Unexpectedly, there was also a significant difference between the managers of employment and older people’s services, with the former reporting more human relations activity than the latter. There were no significant differences between child welfare and employment service managers. The implications of the findings for social work management practice and research are discussed.

Satisfaction with the care-managed support of older people: an empirical analysis

Using data from the study Evaluating Community Care for Elderly People (ECCEP), of physically and/or mentally frail community-based older people in England and Wales receiving community care services, this study examines three crucial aspects of user satisfaction. The measures were: initial satisfaction with the assessment process and help provided by social services; satisfaction with service levels and with the experience of social services. Examination of overall satisfaction levels provided only a partial picture, due to their association with both user characteristics and the effect of life satisfaction. Arthritis, loneliness, problems keeping warm and an inner city location were all characteristics associated with reduced satisfaction, while most resource inputs, including social work involvement, were positively related to satisfaction. General life satisfaction was also associated with increased satisfaction levels. Findings from this study highlight the complexity of interpreting satisfaction data and suggest that those responsible for designing and conducting surveys need to be aware of both the potential and pitfalls associated with using them as a means of assessing the quality of social services for older people.

The phenomenon of elder abuse and neglect is not new; indeed, there is evidence that suggests the issues have been present within society for a considerable period of time. Despite the efforts of health and social care professionals to draw attention to the topic since the issue was first raised in the late 1970s, it is only since 1988 that the issues related to elder abuse and neglect have begun to be addressed. Health and social care professionals have not viewed work with older people very positively.
