The background to the development of the National Service Framework (NSF) for Older People in England, and its implementation in the seven years since its publication in 2001 are described. The author also provides views on what remains to be done in the three years in the life of the Standard a ten year programme for reforming the culture and system of health and social care for older people. The priorities of empowerment through the use of personalised budgets and direct payments, and improved dementia care are highlighted.

Malnutrition is a significant problem in older people's care homes. The author finds that it is not only a funding issue, but can be a case of badly trained staff. The article highlights the example of the Chef at Wilton Lodge in Hull, who won Care Cook of the Year in 2006.

This paper presents the standards and the early findings from the Department of Health funded national project on Intermediate Care for Older People with Mental Health difficulties. The project benchmarked the intermediate care service provision in seven sites across England during March and April 2006 against best practice standards developed by HASCAS. An overarching view is that is that there is often poor integration and understanding between mainstream older peoples intermediate care services and older peoples mental health services and that this results in sub optimal care.

This paper contains a draft baseline survey aimed at taking a “snapshot” of the health and social care economy with respect to this important area.
