It is based on analysis of the 209 replies to a postal survey undertaken in England during the summer of 2003. Older people’s champions have taken on this role with mixed feelings. Most are highly committed to improving services for older people.As local champions they are not always clear about what is expected of them, or how to influence or take the lead on change.They find it helpful to talk with other champions, to draw on local networks and to work across organisations. Most see their role as a way of raising the profile of older people’s services, and of maintaining the momentum of the National Service Framework for Older People.

Reports on the process of involving older people in one local authority in the construction of standards for residential care. It draws on data from questionnaires, focus groups and interviews. The findings suggest that involving a wide range of individuals in setting and reviewing local care standards is a necessity. A rationale for the exercise of individual choice emerged from the study, confirming that it is an important feature of acceptable residential care.
