Asks if the community care reforms are helping or hindering the detection of elder abuse given that: it is difficult to get people to take help from social workers; social workers are caught between the Act's philosophy of keeping people in their own homes and possible evidence that the home itself is the site of abuse and the fact that unscrupulous carers are unlikely to ask for or agree to an assessment.
