Beyond social care: keeping later life positive

This report looks at how people engage with social care in practice as consumers. In particular, it looks at whether people should or could be better prepared for care, whether they can be better encouraged to make choices which enable them to lead an independent and fulfilling later life for longer, how the social care system can better support people to take decisions at times of crisis and when they are at their most vulnerable. As well as behavioural science and consumer insight, the report draws on survey of 2,104 UK adults and discussion with experts in social care. The report shows that most people do not want to think about getting old and will not plan for the possibility of needing care and argues that this is unlikely to change even if people are better informed. It argues that any redesigning a social care system should reflect, It highlights four key points that the Government’s Green Paper should recognise: that consumers will not plan for their care; that social care must work effectively for people at their time of crisis, providing easy access to relevant information and advice and supported to make good decisions quickly; that prevention should be framed positively, motivating people to make lifestyle changes to continue to live independently at home; and people respond to people they trust, such as GPs which should be considered in any redesign of the social care system.
