Falling birth rates and increasing life expectancy are leading to huge demographic changes. There are now almost 20 million people over the age of 50 in the UK, accounting for 42 per cent of the adult population. By 2020, the proportion will probably be around 48 per cent and there will be more people over 80 than there are children under five. Cotswold District Council, Merseyside Fire & Rescue Service, Nottinghamshire County Council, Shropshire County Council and Stroud District Council have all adopted innovative approaches to the problems and opportunities that are posed by this shift. The European Centre for Social Welfare Policy and Research released a discussion paper by Manfred Huber in May 2007 called "Long-term care for older people: The future of Social Services of General Interest in the European Union." While the paper acknowledges that unpaid family members provide most of the long-term care in European countries, there are also a number of public programs and services provided to adults with chronic conditions or long-term care needs. The paper examines the financial sustainability of those programs, the quality of care provided, projected staff shortages and other long-term care issues, particularly as they are affected by the aging of the European population.

This research reports the findings of a survey of UK local government bodies (councils), undertaken in summer 2003, which asked 433 councils about their strategies, plans and priorities. A total of 128 completed questionnaires were received and analysed.The questionnaire was developed with the assistance of an advisory group of stakeholders, including black and minority ethnic older people, voluntary groups, researchers, and local and central government representatives.
