According to national research conducted by Norfolk Hospital social work team, fewer than one in five local authorities have internal guidelines for social workers dealing with elder abuse. Where guidelines and procedures do exist it was often found that they were inadequate. Disabled people are angry and disappointed about the demise of the Independent Living Fund. Although Nicholas Scott, Minister for Disabled People recognises the success of the ILF he maintains that it was introduced as an interim measure and says that after 1st April local authorities will have to produce community care packages for elderly disabled people. Respite services are a key to the successful implementation of the community care reforms. Research by Enid Levin, Joanna Moriarty and Peter Gorbach at the National Institute for Social Work set out to examine the impact of respite services on the lives of carers and those for whom they cared, nearly all of whom had moderate or severe dementia. The study of 287 elderly people and their carers took place over three years, in three parts of England, and spanned services provided by the NHS, local authorities, voluntary organizations and the private sector. Its findings confirm and strengthen the case of support for carers of people with dementia.

Although local authorities and social services departments are in the process of developing systems of assessment in relation to care management, there has been little debate about the principles which ought to underpin assessment processes, nor about the purpose, scope and content of comprehensive assessment with older people. Discusses these issues and proposes a framework for comprehensive assessment with older people and their carers which embodies a meaningful mechanism for user and carer participation and empowerment, which acknowledges not only need and risk but strengths and resources, which regards the older person as the centre of a network of personal, familial, and social factors which together determine quality of life and level of risk.
