Hact’s Older People’s Programme set out to improve housing for older people. It was hugely successful. This document is a summary of the final evaluation report produced by Moyra Riseborough. This paper or ‘think-piece’ has been commissioned by the Scottish Executive Development Department. Its aim is to offer expert reflections on the policy actions that might be inferred from the evidence base on older people’s housing and support needs in rural Scotland. Topics covered included: types of tenure and household size for older people in rural areas, housing and support service aspirations of older people in rural areas, information needs of older people in rural areas, relative cost of providing housing services for older people in rural areas, exploration of the barriers to delivering services for older people in rural areas, consideration of any potentially useful alternative approaches to service delivery that have been put in place, and consideration of the different ‘ruralities’ in Scotland. Suggestions for policy and practice for consideration by the Scottish Executive are outlined.
Harriet Tubman’s last work: the Harriet Tubman Home for Aged and Indigent Negroes

Harriet Tubman was born a slave in 1820 and suffered life-long disability as the result of a beating by an overseer. She eventually secured her freedom by escaping to Philadelphia in 1849, and committed herself to helping other slaves to escape and to rescuing her aged parents. After the Civil War she raised money and other resources to house and care for former slaves, and The Harriet Tubman Home for Aged and Indigent Negroes was one of her last ventures: it was opened in 1908 and she herself lived there from 1911 to her death in 1913. Harriet Tubman’s life is described, and other housing initiatives for older African American people in the 19th century are summarised. The author emphasises the fact that many older African Americans continue to experience hardship and inequity in housing, and that Harriet Tubman’s legacy still has much to offer in developing policies and practices for this group. Anticipating relocation: concerns about moving among NORC residents

Most older people prefer to continue living at home for as long as possible, with the support of a variety of services. However, they may also have fears about the future. This paper presents results from an interview survey of 324 residents in a naturally occurring retirement community (NORC) and finds that 26% expressed concerns about having to move in the next few years. Residents who worried were mainly concerned about potential health problems (65%), followed by financial difficulties (26%), physical problems relating to housing design (12%), concern about ability to maintain the home (6%), fears of social isolation if they stay in the home (6%), and fears about declining autonomy (6%). The worried group were more likely to be older, female, single, and living alone in a flat. Their self-ratings of health status and social support were also lower. However, their actual degree of impairment was not noticeably different from the non-worried. The authors conclude by discussing the importance of identifying worried residents before their needs become critical, primarily by making services available and letting residents know about them. Older people struggle with everyday household activities like bathing, using the stairs and tending the garden. One in five (22%) find it increasingly difficult to get around their own home. Unless more is done to help homeowners on low incomes, the UK could be heading towards a potential housing crisis for future generations of older people.
