The purpose of the plan is to avoid the adverse health effects of excessive heat by raising public awareness and triggering actions by those in contact with people who are most at risk. This, in turn, helps reduce pressures throughout the health and social care system. The document outlines key health issues associated with heatwaves, explains why long-term planning is essential and gives some examples of medium term and longer term actions which can be taken to mitigate or ameliorate some of the effects of future heatwaves and hot weather. Opportunity Age was published in 2005 with the aim to end perception of older people as dependent; ensure that longer life is healthy and fulfilling; and that older people are full participants in society. Thirty three indicators were used to monitor older people's well-being and independence with the aim of measuring improvements in overall quality of life. This is the first report of the Scottish Executive Health Department's Range and Capacity Review of Community Care Services for Older People in Scotland. The report contains projections of the numbers of community care service users, along with the associated workforce and costs, at national level up to 2019. These projections are based on a number of assumptions and do not provide a conclusive evaluation of what might happen in the future. The report focuses on key community care services (the services included are not an exhaustive list of the community care services that are available to older people) It is also acknowledged that there will be an impact on community care services from initiatives in areas such as acute services and chronic disease management, which have not been included in this report.
