This document concerns the Taking Stock on Age consultation by the Scottish Parliament’s Equal Opportunities Committee. Appended to this submission is an executive summary of Age Concern Scotland’s recommendations for taking forward work on the Scottish age and ageing strategy drawn from research of 25 nations’ approaches to ageing and older people. This response considers age discrimination, particularly for people aged 50 and over, within a devolved policy context but makes reference, where appropriate, to reserved policy which impacts on older people and for which the Scottish Parliament and Executive has within its scope the promotion of equal opportunities.

This Framework has been developed to challenge the inequalities older people face as they age. The framework focuses on three main areas to ensure that older people can: engage with and contribute to their communities, access the public and other services they need, and ensure financial security as they move into retirement. Each chapter sets out the areas that older people have prioritised, what action the Government and partners are already taking on these issues, and what more needs to be done for the future.

This checklist was designed following research commissioned by Communities Scotland, Age Concern Scotland and the Equality Network, which explored the housing and support needs of older lesbian, gay, bisexual and transgender (LGBT) people in Scotland. The checklist is for use by organisations, agencies and groups providing housing and related support services. Use of the checklist is voluntary, but it is best practice for all service providers to ensure equality of access to high quality services. Compliance with this checklist should begin to increase the confidence of older LGBT people in accessing housing and housing related support services. The checklist is structured around six themes: raising awareness and ensuring access to services, consistency of service delivery, listening to service users, confidentiality and sharing information, housing management and providing support.
