In the face of rapid population ageing and the trend towards early retirement, there is a need to promote better employment opportunities for older people. Much has been said about the need for reform of old-age pensions and early retirement schemes but this may not be sufficient to raise employment rates for older people significantly or to reduce the future risk of labour shortages. Both governments and firms will need to take active measures to adapt wage-setting practices to ageing workforces, to address the extent to which other welfare schemes act as pathways to early retirement, to tackle age discrimination and to improve the job skills and working conditions of older workers. In addition, older workers will need to change their own attitudes towards working longer and acquiring new skills. Little is known about what countries have been doing or should be doing in these areas. This report on France is part of a series of around 20 OECD country reports that are intended to fill this gap. Each report contains a survey of the main barriers to employment for older workers, an assessment of the adequacy and effectiveness of existing measures to overcome these barriers and a set of policy recommendations for further action by the public authorities and social partners.
Minority elderly care in Europe: country profiles

Researchers in ten countries (Bosnia-Herzegovina, Croatia, Finland, France, Germany, Hungary, Netherlands, Spain, Switzerland and the UK) examine 27 minority groups over a three-year period, looking at social and welfare structures, health, employment and living conditions. This project is the first venture to begin compiling information on minority elders on such a scale. While the experiences of each country are distinct, there are undoubtedly similarities that can be drawn in terms of poor access to housing, lower paid employment and a worse state of health. The project involves minority groups who came from former colonial possessions in the post-war period and those who have arrived more recently, fleeing war and dispossession. It also examines the provision of groups who have known no other homeland yet are endemically discriminated against, such as the Roma.
Caregiving in transition in Southern Europe: neither complete altruists nor free-riders

In the framework of the SOCCARE Project, focusing on families dealing with a double front of care for children and frail elderly people, similarities can be found in Italy, France and Portugal beyond their different welfare regimes. The comparison of family histories and caregiving strategies, by the methodology of case-matching, gives an interesting overview of the relationship between the debate on social care and that on the intergenerational contract. The paper aims to understand which are the available combinations of family, informal and institutional resources making a heavy burden of care “acceptable and still normal”: this focuses both typical situations of each country and common features through the countries. The results show how changes in the representations of obligation and duty in the intergenerational pact produce different outcomes and demands in welfare systems. The analysis of shifting boundaries between the public and private spheres in care provides useful policy recommendations, aimed at improving choices and “sustainable” responsibilities of individuals, families and social networks. Sustainable policies seem to be more dependent on family and structural types and resources of networks than on different welfare and services support.

The ageing society has become a major topic of research, discussion and policy-making. The report focuses on two broad topics: the work-life balance, and the welfare of older people. Society needs to change its attitude towards older people, seeing them as a potential resource rather than a burden. Governments have an important role to play, but a wider dialogue involving employers, trade unions, and non-governmental organizations is needed as well. Greater flexibility is needed in finding the right work-life balance for each individual, on the part of employers as well as employees, allowing part-time work or self-employment after pension age. Later retirement should be encouraged by stronger financial incentives than at present. Products and services should be adapted to benefit people of all age groups, for example domestic appliances. Mobility is a key factor in health and welfare for older people. Traffic lights with longer crossing times and more user-friendly public transport should be introduced. Housing policy in both countries needs to provide for a big increase in the number of households skewed towards older people. Older people could help each other or the younger generations as carers, educators and mentors.
Long term care policies in Italy, Australia and France: variations in cash-for-care schemes

Cash benefit provisions have been at the core of many recent reforms in the long-term care sector in Europe. The respective schemes, however, vary widely in terms of the definition of entitlements, the level of benefits, and the ways in which benefits can be used by recipients. This article investigates cash-for-care schemes in three European social insurance countries. It asks whether the diversity of these schemes indicates different paths or just differences in the pace with which the respective policies address the risk of dependency. A characterization of the three schemes and a discussion of the implications for care work arrangements lead to the conclusion that the context and timing of long-term care reform processes are in fact quite variegated. All three countries have histories of cash schemes and of applying the cash approach to support – and to some extent relieve – traditionally strong family obligations. Differences predominate in terms of linking cash to employment, although some convergence is apparent in the effects on qualifications, working conditions and wages in care work.
